Not necessarily true. The purpose of a state propagandist is to make the people forget that they have individual lives and grievances toward the state in order to bring them together. This is often done by making the people passionately hate an ostensible common enemy, but that doesn't mean that the purpose of the propagandist is just to make them forget that their enemy is human.
